壹、前言 肥料是農業生產的必要投入，尤其因化學肥料而帶動1960年代「綠色革命」的糧食快速增產，成效最為顯著。在過去農業配合經濟發展，政府曾實施「肥料換穀」政策，農民被迫以較市價為低的換穀率從糧食局肥料運銷處換取化學肥料，政府也因此獲得更多的稻米公糧。「肥料換穀」已於1973年隨著農業走向補償性政策而廢除。 臺灣肥料市場供應呈現多元、多樣化，肥料業者(包括進口商)計5百餘家，市面肥料商品達5千餘種。2004年國內肥料市場6成需求量由台肥公司產製供應，其餘由其他業者供應。2008年台肥公司市佔率最高達8成以上，2009年迄今則約為7成。肥料配銷體系有二：(1)為各縣(市)...
