FFTC Agricultural Policy Platform (FFTC-AP)

In the past, the Government, Ministries and agencies have issued many policies to develop the livestock sector and be decentralized into three levels, including i) those issued by the Government and ii) those issued by the Ministry of Agriculture and Rural Development, other central ministries and agencies, and iii) those issued by provincial and local authorities/ agencies. In particular, these policies can be divided into different groups including:

1. Strategy and master plans for livestock sector
2. Input management and livestock production policies
3. Livestock production support policies
4. Post-harvest and value chain improvement policies
5. Trade policies
6. The policy for the livestock sub-sectors/commodities.
7. Other policies

Strategy and master plans

• Decision no 10/2008/QĐ-TTg dated 16/01/2008 by Prime Minister approving the strategy on animal breeding development up to 2020;
• Decision no 124/QĐ-TTg dated February 2^nd 2012, approving the master plan of production development  of agriculture to 2020 and a vision toward 2030 (land, material area for animal feed production, breeding);
• Decision no 899/QĐ-TTg dated June10^th 2013, approving the project “Agricultural restructuring towards raising added values and sustainable development” that show general orientation about agricultural restructuring and sub-sectors restructuring (include livestock: section II, point 2b)
• Decision no 984/QĐ-BNN-CN dated May 9^th 2014 by Minister of Agriculture and Rural Development about approving the project livestock restructuring and decision no 985/QĐ-BNN-CN dated May 9^th 2014 by Minister of Agricultural and Rural Development promulgating plan on livestock restructuring.  

Input management and livestock production policies

• Decision no 850/QĐ-BNN-KHCN dated April 18^th 2012 by Minister of Agricultural and Rural Development promulgating temporary technical and economic norms applied to the model of the central extension projects in the livestock sector
• Decision no 01/2012/QĐ-TTg dated January 9^th 2012 by Prime Minister about some policies supporting the application good agricultural practice process;
• Decision no 4930/QĐ-BNN-KTHT dated 14/11/2014 by Minister of Agricultural and Rural Development  approving renewal plan of productive organization for agricultural restructuring towards raising added values and sustainable development, associated with new rural development for period 2014-2020
• Decision no 675/QĐ-BNN-CN dated 4/4/2014 by Minister of Agricultural and Rural Development approving technical and economic norms of the original livestock breeds
• Circular no 14/2014/TT-BNNPTNT dated April 28^th by Ministry of Agriculture and Rural Development promulgating lists of high-yield livestock breeds pursued the Government’s Decree no 210/2013/NĐ-CP;
• Integrated document no 16/VBHN-BNNPTNT dated 5/5/2015 stipulating details on a number of articles of decree no 08/2010/NĐ-CP dated February 5, 2010 by the Government about managing animal feed;
• Decision No 1506/QĐ-BNN-KHCN of MARD in  2008 regulating biosafety husbandry practices and Circular 04/2010/TT-BNN dated 15/01/2010 promulgating national technical regulations on conditions for biosafety pig farms, poultry farms;
•  Decision No. 2194/QD-TTg approving the scheme on development of agricultural plant and forest tree varieties, livestock breeds and aquatic strains up to 2020
• Directive no 10/CT-TTg dated May 29, 2015 by Prime Minister strengthening control, redress the environmental pollution in the production and processing of agricultural, forestry and fisheries

Livestock production support policies

• Decree no 210/2013/NĐ-CP ^[2] dated December19 2013 on incentive policies for enterprises investing in agriculture and rural areas and Decision no 50/2015-TT-BNNPTNT dated March 3^rd 2015 guiding paragraph a point 1 article 6 of this decision
• Circular no 14/2014/TT-BNNNPTNT dated 28/4/2014 promulgating lists of  high-yield livestock breeds pursued the Government’s Decree no 210/2013/NĐ-CP;
• Decision no 50/2014/QĐ-TTg dated September 04 2014 policies on subsidies for improvements in livestock production household in 2015-2020 period. And Circular 09/2015 / TT-BNN guiding the implementation of paragraph 1, Article 6 of Decision No. 50/2014/QĐ-TTg policies on subsidies for improvements in farmer household animal husbandry in 2015 – 2020 period
• Decree no 02/2010/NĐ-CP dated January 1^st 2010 by the Government on agricultural extension.
• Decree no 55/2015/NĐ-CP dated June 9, 2016 about credit policy to support agriculture and rural development (replace decree no 41/2010/NĐ-CP dated 12/4/2010)
• Decision no 62/2013/QĐ-TTg dated October 25,2013 by Prime Minister about policies to encourage cooperation development, linkage consumption of agricultural production, construction of big fields (decision is being adjusted and supplemented).
• Circular no 15/2014/TT-BNNPTNT dated April 29, 2014 guiding the implementation of a number of articles of decision no 62/2013/QD-TTg October 25 2013
• Decision no 315/2011/QĐ-TTg dated March 1^st 2011 on the pilot provision of agricultural insurance during 2011-2013 and Circular no 121/2011/TT-BTC dated August 17^st 2011 guiding the implementation of a number of articles of the Decree no 315/QĐ-TTg dated March 1^st 2011 by Prime Minister on the pilot provision of agricultural insurance during 2011-2013; (applied for rice, buffalo, cow, pig, poultry, pangasius fish, black tiger shrimp, white-legged shrimp);
• Decision No. 131/QD-TTg on interest rate supports for organizations and individuals that take bank loans for production and business
• Decision no 1681/QD-TTg in 2010 on exporting/providing disinfectant of national reserve  program to support localities to prevent blue ear disease
• Decision 1791 / QD-TTg in 2011 on the mechanisms and policies to support blue ear disease and hog cholera vaccine to promote livestock production, ensure adequate food supply and stabilize market prices
• Decision 719/QD-TTg on the support policy for prevention of disease of cattle, poultry.
• Decree No. 55/2015/NĐ-CP on credit policies for agricultural and rural development

Post-harvest and value chain improvement policies

• Decision no 68/2013/QĐ-TTg dated November 14 2013 by Prime Minister about supportive policies on reduction of losses in agriculture.
• Decision no 62/2013/QĐ-TTg on preferential treatments and supports to encourage the development of cooperation, linking production associated with the consumption of agricultural products, development of large fields;

Livestock trade policies

• Circular no 45/2014/TT-BNNPTNT dated December 3^rd,  2014 by Ministry of Agriculture and Rural Development providing for the inspection of agricultural material production/trading and inspection, certification of safety conditions for agro-forestry-fishery products.
• Decree no 119/2013/NĐ-CP dated October 9, 2013 by the Government, on sanctioning of administrative violations in the domains of veterinary medicine, livestock breeds and livestock feeds.  
• Circular no 42/2015/TT-BNNPTNT ngày 16/11/2015 by Ministry of Agriculture and Rural Development promulgating additional list of chemicals and antibiotics banned from import, manufacture, trade and use in feeds for livestock and poultry in Vietnam.
• Decision no 680/QĐ-BNN-CN dated April 7, 2014 approving the project: strengthening capacity of state management for domestic animals to 2020
• Circular no 35/2013/TT- BNNPTNT dated July 22^nd 2013 by Ministry of Agriculture and Rural Development about temporary regulation on management of farming swifts Decision No. 1079 / QĐ-BTC dated 20/05/2014 on the application of measures to stabilize the prices of milk products for children under 6 years old.

The policy for the livestock sub-sectors/commodities

• Decision No 167/2001 /QĐ-TTg dated 26/10/2001 of the Prime Minister on a number of measures and policies to develop dairy farming in Vietnam during 2001-2010;
• Decision No. 3399/QĐ-BCT dated 28/06/2010 approving the planning development of milk processing industry Vietnam to 2020 and vision 2025.
• Decision No. 166/2001/QĐ-TTg of Prime Minister on the measures and policies to develop export pig production in 2001-2010.

Other policies

• Circular no 29/2015/TT-BNNPTNT dated September 4, 2015 by Ministry of Agriculture and Rural Development amending and supplementing a number of articles of the circular no 66/2011/TT-BNNPTNT dated 10/10/2011;
• Decision no 1895/QĐ-TTg dated December 17, 2012 by Prime Minister approving the agriculture development program of high-tech application of the national program on high-tech development through 2020;
• Resolution No. 63/NQ-CP dated 23/12/2009 on national food security.

This above review only provides a general overview of the main policies and only focuses on the general points for the current livestock sector. In terms of each livestock sub-sector/commodity, each stage of production and each province, the central ministries, agencies and local agencies have also issued many specific policies and guidelines in the implementation process.
