Agriculture, Food and Rural Affairs Minister Song Mi-ryung announced the plan, titled "Follow-up Measures to the Farmland Census and Direction for Institutional Reform," at the Government Complex Sejong on Thursday. "For ordinary cases that do not involve speculation, we will push for special legislation so that disposal procedures based on the census results are not carried out," Song said. The government's intent is to enact a special law ensuring that even when some Farmland Act violations are detected, they do not lead to disposal procedures.
Categories exempt from disposal under the special law include inherited farmland; farmland held by elderly farmers or under customary leases; farmland with complicated ownership such as clan-owned or temple-owned land and unregistered inheritances; landlocked plots and land difficult to farm; and unpermitted structures such as agricultural warehouses.
