With the frequent international trades on agricultural goods between countries, the stable benefits to supply and demand sides rely heavily on the biosecurity. For the supply side, an efficient biosecurity management may increase farmers' revenue through more production and high-quality harvest. The strict quarantine regulation on imported agricultural products will prevent the occurrence of pest/pathogen disease and protect domestic agricultrural sector by coordinated biosecutiry departments in the government.
The question will be that, under the foreseeable growing global trading behavior, is it possible to improve government biosecurity efficiency further?
Cruz (2020) proposes a public-private collaboration model by using emergent panama disease on the Australia banana indystry as an example. Based on the comments and reflections from banana growers, this collaborative model is shown to implement the biosecurity gap in service delivery of the governmental sector, promote industry-driven R&D input for the long lasting stability of production value, as well as to build a more rapid response mechanism lead by the industry under the government biosecurity regulations.
Other than joint effort with private sector, the exploration of new tools, such as blockchain by Vietnam government, is also a potential consideration for the government on broader aspects in addition to biosecurity managament.
